Soft power includes economic aspects contributing to the EU’s (or other powers) attractiveness, while as a normative power the EU focuses primarily on norms. Using this framework, the paper finds that the EU’s official communications to elarus, Moldova and Ukraine represented a different mix of elements.

Since that time the increasing role of the European Union (EU) in areas of security and defence policy has led to a seductiveness in adopting the notion of ‘military power Europe’. The notion of Normative Power Europe (NPE) is that the EU is an 'ideational' actor characterised by common principles and acting to diffuse norms within international relations. Contributors assess the impact of NPE and offer new perspectives for the future exploration of one of the most widely used ideas in the study of the EU in the last decade.

According to Manners, it is the shared principles and beliefs that members must abide by in the EU that allows it to lead by example. This paper aims to understand the social-psychological dimension of the Normative Power Europe discourse using ingroup projection as a discursive/cognitive practice of othering. It takes issue with most poststructuralist studies that conduct analyses of Normative Power Europe based on the dependence of identity on difference through the discursive tendency to construct reality by opposites Erickson argues that despite the rhetoric of European leaders, the belief in “normative power is held neither widely nor deeply enough to consistently shape member behaviour” (2011, p. 226). In order to achieve this agreement, the EU must take a more realistic view of its role and capabilities in the international sphere.
